We assist lawyers and law firms in connection with responding to disciplinary complaints and provide representation in investigations and disciplinary proceedings throughout New York. We also represent New York judges and justices in matters before the Commission on Judicial Conduct.

In addition to attorney disciplinary and judicial conduct defense, we provide ongoing advice and counsel to law firms and individual lawyers on ethical issues that arise in daily practice, including issues relating to conflicts of interest and ethical screens, retainer agreements and fee arrangements, fee disputes, attorney advertising and solicitation, and escrow accounts. We assist suspended and disbarred attorneys in seeking reinstatement to practice in New York, and we counsel law school graduates through the bar admissions process.

Michael S. Ross is the principal of the Law Offices of Michael S. Ross, where he concentrates his practice in attorney ethics. He is a former Assistant United States Attorney in the Criminal Division of the Southern District of New York and also served as an Assistant District Attorney in Kings County. Since 2005, Mr. Ross has served as an Adjunct Associate Professor at Brooklyn Law School, teaching Professional Responsibility. From 1979 through 2025, Mr. Ross served as an Adjunct Professor at Benjamin N. Cardozo School of Law, having taught courses in Trial Practice, Advocacy, Judicial Administration, Professional Responsibility, and Ethics in Litigation.

Mr. Ross is a frequent lecturer and author on topics involving ethics for such organizations as the Appellate Divisions, First, Second and Third Judicial Departments, the National Institute of Trial Advocacy, the American Bar Association, the New York State Bar Association and the New York State Academy of Trial Lawyers.

Mr. Ross has been a longstanding member of the New York State Bar Association's Committee on Professional Discipline. He previously served for a number of terms on the Association of the Bar of the City Of New York's Committee on Professional Discipline, the New York State Bar Association Special Committee on Procedures for Judicial Discipline, and the New York State Bar Association's Task Force On Lawyer Advertising.

Mr. Ross completed a five-year tenure as an appointed member of the New York State Continuing Legal Education Board, which, among other things, formulates CLE guidelines in the State. Mr. Ross has chaired the American Bar Association ("ABA") Grand Jury Committee and the City Bar Association's Committee on Criminal Advocacy. He previously served as the ABA Criminal Justice Section's liaison to the ABA Standing Committee on Ethics and Professional Responsibility and was an appointed member of the ABA's Special Criminal Justice In Crisis Committee.

Among his writings, Mr. Ross has co-authored a chapter on "Client and Witness Perjury," for the ABA's Section of Litigation ethics training course book entitled "Litigation Ethics: Course Materials For Continuing Legal Education." The course book was developed for use nationally by law firms, bar associations and other groups which provide ethics training.

Eugene Gormakh is an associate at the Law Offices of Michael S. Ross, where, for nearly fifteen years, he has concentrated his practice in representing lawyers, law firms and judges before disciplinary authorities. He has represented over a hundred lawyers and law firms in disciplinary and sanction matters in multiple state and federal jurisdictions, including many accomplished practitioners in highly complex matters involving litigation misconduct, attorney advertising, fee sharing, solicitation, conflicts of interest, escrow accounting, retention agreements, and other high risk issues.

Mr. Gormakh is an Adjunct Professor of Law at Brooklyn Law School, where he teaches Professional Responsibility. He has lectured at multiple law schools and bar associations, including the New York State Academy of Trial Lawyers; and he has authored, co-authored, and assisted in the preparation of CLE materials on legal ethics issues.

Mr. Gormakh's practice includes providing proactive guidance on the application of ethical rules to the day-to-day practice of law, and the firm regularly provides outside professional responsibility counsel to multiple AM100 law firms. As part of his practice, he also represents law firms in fee dispute matters. In addition, he has extensive experience assisting law school graduates in connection with bar admission matters and attorneys seeking reinstatement to practice law after suspension or disbarment.

Mr. Gormakh is a member of the Professional Discipline Committee of the New York City Bar Association, the Association of Professional Responsibility Lawyers, and the New York State Academy of Trial Lawyers. He has been selected to the New York Metro Rising Stars lists by Super Lawyers magazine each year since 2016.

Mr. Gormakh joined the Law Offices of Michael S. Ross in 2009 and earned his JD/MBA from Western New England University School of Law in 2012. While in law school, he served as a law clerk at the United States Attorney's Office for the District of Massachusetts.

Josephine Paz

Josephine Paz is a paralegal at the Law Offices of Michael S. Ross, assisting with all aspects of the firm's practice. Since joining the firm in 2007, Ms. Paz has worked on a broad range of attorney disciplinary matters, reinstatement matters, and bar admission matters. She has assisted in representing lawyers and law firms throughout the disciplinary process and has second-chaired at many disciplinary and reinstatement hearings before the Appellate Divisions.

Ms. Paz earned her Bachelor's Degree, summa cum laude with Phi Beta Kappa honors, from Hamilton College in 2006. She attended as a Bristol Scholar, majoring in Anthropology, and received the school's Harold C. Bohn Prize in Anthropology based upon her outstanding senior thesis.
